Minutes of March 22, 2017

Approval of Minutes

Greg Golling made a motion to approve the minutes, seconded by Joe’ll Chaidez. The minutes were unanimously approved with one change: adding “David Reynolds” to the list of performers.

 

Treasurer’s Report

Treasurer Ruby Payne reported a balance of $9,977.37 before lunch.

 

Taft College Faculty Collective Bargaining Committee (TCFCBC) Update

a). AB 2393 “Parental Leave”

President Jones summarized that The District has been honoring this law since it went into effect in January; however, the language was added to the contract as it benefits faculty where both parents can take leave instead of sharing the benefit; additionally, it doesn’t replace traditional family leave. President Jones mentioned that after she crafted the language, it was sent to legal, which made minor changes. President Jones clarified that using family leave allows one to use sick leave first followed by catastrophic leave, which can be used concurrently, if permission is granted. One suggestion was made: expanding family leave to encompass other “dependent.” Jessica Grimes made a motion to accept the language from AB 2393 into the contract, seconded by Candace Duron. The motion was unanimously approved.

 

b). Vacation Week between Christmas and New Year’s

President Jones explained that Dr. Deb Daniels raised this issue when she asked why the District wasn’t closed during this period, an issue that affects 11- and 12-month staff. First discussed in interest-based bargaining training, it was the main topic at the March meeting with the classified unit. Dr. Daniels provided research, and the option of adding 2 local holidays was discussed. The District indicated its willingness to give one day of vacation/PNL; however, the classified unit was not interested in taking a vacation day, some indicating a preference for the status quo. President Jones mentioned that Dr. Daniels’ research showed TC already had 4 local holidays, including Thanksgiving, leaving 3 holidays to allow for a week off, but The District indicated a preference of giving a day to get a day off. President Jones mentioned that if the “give a day to gain a day” becomes the option, then the bargaining team will not push for 1 PNL for 10-month faculty. The issue is still in discussion with a subcommittee that will continue to research options.

 

c). SB 1379 “Part Time, Temporary Employees Re-hire Rights

President Jones mentioned that a subcommittee has met two times and drafted a document, but the Vice President of Instruction (VPI) wanted to further edit it. Although the VPI significantly altered the document, the subcommittee has not reconvened to discuss the changes. One possibility is merging the two documents; however, the document must be completed to receive SSSP funds. Currently, the issue remains in bargaining and may be on the April agenda.

 

 

 

 

d). Face-to-Face Teaching at Correctional Facilities

President Jones provided an update on this issue, which is still in bargaining, awaiting the VPI to send the language to the subcommittee, which will meet to review the language. However, the bargaining team is close to reaching consensus, pending some clarifications.

 

e). New 3-Year Contract (current contract expires 6/30/17)

President Jones provided this informational item with the following update: the current contract will expire 6/30/17. All changes on the contract will reflect MOUs from the last 3 years. The District is interested in another 3-year contract, which will be discussed at the April bargaining meeting before it goes back to FAS for ratification. President Jones mentioned that the Administration and faculty are interested in changing the contract to include an appendix of evaluation documents rather than referring to the handbook.

 

Vice President Mike Mayfield provided another informational item on the defined contribution retirement plans that provide tax differed options. Vice President Mayfield mentioned a 9-year study indicating a gain of $100,000 difference in early investment and using no load funds. FAS members were directed to these websites, www.403bcompare.com and www.ctainvest.org, for further research.

 

Other

President Jones mentioned she and Greg Golling will be meeting 3/31 to discuss the 50% law to indicate The District’s potential for being out of compliance. President Jones explained that if the District were out of compliance, it could be required to put money back into faculty salaries or appeal for an extension.

 

President Jones also mentioned a brief meeting with Dr. Daniels to express faculty concerns over the five open faculty positions. It is likely that we will lose Dr. Eric Bérubé’s position, consistent with the state, although we may retain Gary Graupman’s, and possibly, Susan Vaughn’s positions. However, the two non-retentions, although not yet in effect, is still unclear as The Administration can’t act on these yet.
