12:11 Call to Order<\/p>\n

Public Commentary: Photocopy machines need to be serviced prior to the first week of the semester.<\/p>\n

Approval of Minutes from August 20 Meeting<\/p>\n

Minutes from last meeting approved with corrections.<\/p>\n

Agenda<\/p>\n

  1. Commentary on Electronic Committee Updates\u2014Dyer suggested a desire to revisit the way we currently report on committee work.<\/li>\n<\/ol>\n

    Unfinished Business<\/p>\n

      \n
    1. Taft College Academic Senate Constitution\u2014<\/li>\n<\/ol>\n

      Senators serving on the Constitution Task Force: Blake, Devine, Eigenauer, Grimes, Jiles, and Thompson<\/p>\n

      Grimes examined constitution for current vs. not current practice.<\/p>\n

      Devine gave an update about the task force\u2019s progress.\u00a0 Thanks extended to the task force.<\/p>\n

      1. Proposal to Split the Liberal Arts Division into Liberal Arts and English Divisions\u2014Bill Devine\u2014 Minutes (Second Reading)\u2014<\/li>\n<\/ol>\n

        Second reading of the Liberal Arts and English\/ESL\/Reading Split Division Chairs<\/p>\n

         <\/p>\n

        With input from the Academic Senators, Devine improved the document.<\/p>\n

        Open discussion about how the split will affect other divisions, how other division splits compared to this split, and how this split might impact bargaining.<\/p>\n

        Motion to accept the proposal to split the Liberal Arts and English\/ESL\/Reading into two divisions by Bandy.\u00a0 Second by Jiles.\u00a0 None opposed.\u00a0 Rancano abstained.<\/p>\n

          \n
        1. Draft Charter of Academic Development Committee\u2014Altenhofel, Kulzer<\/li>\n<\/ol>\n

          Altenhofel moved to table the discussion of the Academic Development Committee.\u00a0 Second by Kulzer-Reyes. Discussion of the new pre-collegiate coordinator position (not directly related to the motion) ensued.\u00a0 Jones mentioned the need for tutors over a full-time position. She asked how the need for a full-time position in this area was determined. The Pre-collegiate Coordinator position was proposed as a grant-funded position.\u00a0 There was a lack of clarity about if Equity funds were, in fact, a grant.\u00a0 Payne recommended the position have authority to make impact on campus.<\/p>\n

          Dyer ensured he would bring these concerns to the VPI.<\/p>\n

           <\/p>\n

          Returned to original motion (Altenhofel), and second (Kulzer-Reyes).\u00a0 Motion passed unanimously.<\/p>\n

          New Business<\/p>\n

            \n
          1. ACCJC Enhanced Monitoring and Request for More Information: Dyer, Jacobi, B\u00e9rub\u00e9<\/li>\n<\/ol>\n

            B\u00e9rub\u00e9 reported on letter from ACCJC in response to Taft College\u2019s 2015 annual report.<\/p>\n

            Taft College has been placed on \u201cenhanced monitoring\u201d.<\/p>\n

            Concerns:<\/p>\n

            Programs with tests for certification (Dental Hygiene and Court Reporting)<\/p>\n

            CTE programs<\/p>\n

            SLOs<\/p>\n

            No job placement rates tracking (solution below)<\/p>\n

            B\u00e9rub\u00e9 and Jacobi responded to the concerns.<\/p>\n

            B\u00e9rub\u00e9 learned that Taft College can track employment through the Employment Development Dept through the State of California. We submit graduates\u2019 SSNs to the dept. and data will be collected there.<\/p>\n

            All faculty are to include course SLOs on all syllabi. Please add this and resubmit if you have not already.<\/p>\n

            Please read the report from the Chancellor\u2019s Office.\u00a0 33 colleges received the same letter (re: enhanced monitoring), or 1\/4 of all CCCs.<\/p>\n

            1. AB 86\u2014Joe\u2019ll Chaidez (10 Minutes)<\/li>\n<\/ol>\n

              AB 86 update.<\/p>\n

              Chaidez reported on the current funding amount for the AB 86 Consortium.\u00a0 The group had hoped for at least $150,000.\u00a0 It was surprised to learn it was awarded $750,000.\u00a0 The West Kern AB86 group\u2019s grants can now be funded and project work can begin with permission of Drs. Maloney, Cavazos (TUHSD), and Meier (Maricope).<\/p>\n

              Adult Ed. Clearinghouse will be housed at the Fort in the Westside Family Resource Center where referrals can be made.<\/p>\n

              1. Academic Policies and Procedures Charter (First Reading)\u2014Layne<\/li>\n<\/ol>\n

                Academic Policies and Procedures<\/p>\n

                Government Council Document contained technical errors: The committee is a subcommittee of the Academic Senate and reports to the Academic Senate.<\/p>\n

                Academic Policies and Procedures Committee Meetings are not open meetings based on student privacy concerns. Faculty requested regular training to faculty in matters such as course-to-course substitution, substitution within a major, and how these procedures differ.<\/p>\n

                 <\/p>\n

                Sharyn Eveland moved to approve the Academic Policies and Procedures Charter, with changes in language to clarify the committee as a subcommittee of the Academic Senate and to indicate that Academic Policies and Procedures meetings are closed meetings. Jessica Grimes seconded the motion. The motion passed.<\/p>\n

                 <\/p>\n

                Dyer expressed the need to have a special, off-cycle meeting on Wednesday, September 16th<\/sup>, given the scope of the Academic Senate\u2019s duties and the limited amount of time in meetings to meaningfully address all concerns.<\/p>\n

                Jones thanked Dyer for sending the Academic Senate the report from the Chancellor\u2019s Office Task Force on Accreditation. Brief discussion regarding sanction rates discussed in the document ensued. Dyer pointed to the recommendation that all constituents work collegially together.<\/p>\n

                 <\/p>\n

                Next Academic Senate meeting is a special meeting.\u00a0 September 16th 12-1 pm. Last chance to meet before our site visit.<\/p>\n
