{"id":468,"date":"2015-01-09T10:00:05","date_gmt":"2015-01-09T10:00:05","guid":{"rendered":"http:\/\/ct-test-wp.taftcollege.edu\/govcouncil\/?p=468"},"modified":"2015-01-09T10:00:05","modified_gmt":"2015-01-09T10:00:05","slug":"january-9-2015-minutes","status":"publish","type":"post","link":"http:\/\/committees.taftcollege.edu\/govcouncil\/january-9-2015-minutes\/","title":{"rendered":"January 9, 2015 Minutes"},"content":{"rendered":"<p><strong>GOVERNANCE COUNCIL MINUTES<\/strong><\/p>\n<p><strong>January 9, 2015<\/strong><\/p>\n<p>Members Present:\u00a0\u00a0\u00a0\u00a0\u00a0 Kanoe Bandy, Sheri Black, Darcy Bogle, Bill Devine, Sharyn Eveland, Bruce Ferguson, Greg Golling, Vicki Jacobi, Laura L\u2019Euyer, Dena Maloney, Brock McMurray, Velda Pena, Tony Thompson, Brandy Young, and Mark Williams.<\/p>\n<p>Members Absent:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Kamala Carlson and Adam Hightower<\/p>\n<p>Guest:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Adrian Agundez and Eric B\u00e9rub\u00e9<\/p>\n<p>Facilitator:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Vicki Jacobi<\/p>\n<p>Recorder:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Brandy Young<\/p>\n<p>Timekeeper:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Laura L\u2019Euyer<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>APPROVAL OF MINUTES<\/strong><\/p>\n<ul>\n<li>The minutes of the meeting held December 12, 2014 were approved by consensus.<\/li>\n<\/ul>\n<p><strong>COMMITTEE REPORTS<\/strong><\/p>\n<ul>\n<li><b><strong>ACCESS COMMITTEE (Mark Williams)<\/strong><\/b><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Mark Williams reported the committee\u2019s work is going well and is currently focusing on enrollment management.\u00a0 Enrollment for spring is above census from last year at this time.\u00a0 There will be a new report available from IT that will give a routine update to monitor enrollment which will include headcount and precise FTES for up to five years.\u00a0 It will be available on the web for review.<\/p>\n<ul>\n<li><strong>STUDENT SUCCESS COMMITTEE (Darcy Bogle)<\/strong><\/li>\n<\/ul>\n<p>The Success Committee has not met since the December 12th Governance Council meeting.\u00a0 The campus hosted a Cougar Day for incoming and potential students.\u00a0 The event was advertised via radio.\u00a0 There were 19 assessments, 22 orientations, 82 counseling sessions, and 25 -30 students registered for the Spring.<\/p>\n<ul>\n<li><strong>BUDGET COMMITTEE (Brock McMurray)<\/strong><\/li>\n<\/ul>\n<p>The Budget Committee has not met since the December 12<sup>th<\/sup>Governance Council meeting.\u00a0 Brock will be going to Sacramento the week of January 12<sup>th<\/sup> for the Governor\u2019s budget report.\u00a0 The state budget is favorable for the K-14 schools, which is what TC is classified under.\u00a0 Even though the budget looks positive, it has been recommended that community colleges continue to be responsible with their money. There will be changes to the budget. There is an ongoing cost with STRS and PERS annual increases.<\/p>\n<ul>\n<li><b><strong>STRATEGIC PLANNING COMMITTEE (Eric B\u00e9rub\u00e9)<\/strong><\/b><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The SPC has not met since the December 12<sup>th<\/sup> Governance Council meeting.\u00a0 The committee had scheduled a working meeting on January 6<sup>th<\/sup> from 9 a.m. to noon but had to cancel due to some members not able to attend.\u00a0 The committee will reschedule a meeting when all members are able to participate.\u00a0 The Strategic Action Plan (SAP) was approved by the Governance Council and will now go to the Board of Trustees for approval.\u00a0 Eric will present the Strategic Action Plan to the Board of Trustees at the January 14<sup>th<\/sup> meeting then it will be implemented on July 1, 2015.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Governance Council<\/strong><\/p>\n<p><strong>January 9, 2015<\/strong><\/p>\n<p><strong>Page 2<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>BUDGET COMMITTEE (Brock McMurray)<\/strong><\/li>\n<\/ul>\n<p>The Budget Committee has not met since the December 12<sup>th<\/sup>Governance Council meeting.\u00a0 Brock will be going to Sacramento the week of January 12<sup>th<\/sup> for the Governor\u2019s budget report.\u00a0 The state budget is favorable for the K-14 schools, which is what TC is classified under.\u00a0 Even though the budget looks positive, it has been recommended that community colleges continue to be responsible with their money. There is an ongoing cost with STRS and PERS annual increases.<\/p>\n<ul>\n<li><b><strong>CAMPUS SAFETY &amp; SECURITY COMMITTEE (Darcy Bogle)<\/strong><\/b><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The committee is working on two goals.\u00a0 The first goal is to compile all the safety and security documents in to one document.\u00a0 A draft of the document was reviewed by the committee members in the fall for input.\u00a0 Progress is still being made on the draft and the committee hopes to have the document finalized for Spring 2015.\u00a0 WESTEC reviewed the Slip, Trip and Hazard report and is addressing issues or concerns.\u00a0\u00a0 A meeting with WESTEC takes place once a semester to coordinate their safety needs.\u00a0 There continues to be a wide-range of discussion on all recommendations to improve safety on our campus.\u00a0 The lock-down procedures are currently being updated.\u00a0 Officer Kevin Altenhofel is available to give personal instruction on lock down procedures.\u00a0 An announcement regarding personal instruction will be made to all faculty and staff at the Student Services\u2019 meeting during in-service.<\/p>\n<ul>\n<li><strong>INFORMATION TECHNOLOGY COMMITTEE (Adrian Agundez)<\/strong><\/li>\n<li>The committee met in December. There were two main topics of discussion. The equipment in the T-5 and T-10 classrooms is being rebuilt. There will be one unit consisting of a monitor, keyboard and mouse that will control all 35 units in the classroom. The Science building and the STEM modular will be getting new data projectors. The committee also discussed AP 3720 \u2013 Networking on campus. The main concern from the campus is privacy. Administration wants to stress that emails are not being monitored. The district has the right to view email history in the event of a lawsuit or other legal situations.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>RESOURCE REQUESTS RANKINGS<\/strong><\/p>\n<p>(<em>Led by Dr. Eric B\u00e9rub\u00e9, Coordinator of Institutional Assessment, Research, &amp; Planning)<\/em><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ul>\n<li>A packet containing the program review prioritization information was distributed.<\/li>\n<li>In the packet:\n<ul>\n<li>Resource Request Prioritization Worksheet for Non-Personnel Items Spring 2015<\/li>\n<li>TC Strategic Plan 2011 \u2013 2016<\/li>\n<li>Annual Program Goal Resource Prioritization Rubric for Spring 2015<\/li>\n<li>Annual Program Goal Resource Prioritization Scoring Sheet Spring 2015<\/li>\n<li>Prioritization Flow and Timeline<\/li>\n<\/ul>\n<\/li>\n<li>Once the goals have been scored, Governance Council members should return the packet to the IR office by January 20<sup>th<\/sup>.<\/li>\n<li>The IR office will compile the scores and bring back the results to the Governance Council meeting scheduled for January 23<sup>rd<\/sup>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Governance Council<\/strong><\/p>\n<p><strong>January 9, 2015<\/strong><\/p>\n<p><strong>Page 3<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>A list of funded Program Goal resource requests from the last 3 years will be developed and distributed to the council.<\/li>\n<li>All program review information is on the IR website &#8211; <a href=\"http:\/\/ct-prod-wp.taftcollege.edu\/iarp\/\">http:\/\/ct-prod-wp.taftcollege.edu\/iarp\/<\/a><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>FACILITES MASTER PLAN CHARTER <\/strong><\/p>\n<p>(<em>Led by Brock McMurray, Executive VP of Administrative Services)<\/em><\/p>\n<ul>\n<li>The committee is working on developing the Facilities Plan and the Land Acquisition Plan.<\/li>\n<li>The committee has looked at the Educational Master Plan and is working with the architects to address the challenge of space at TC.<\/li>\n<li>The committee will be developing a Site Plan to help resolve this issue.<\/li>\n<li>The Site Plan will project over the next 20 years.<\/li>\n<li>The immediate needs are being addressed as well.<\/li>\n<li>More office space is planned for the STEM program and the proposal is scheduled to go before the Board of Trustees for approval in February.<\/li>\n<li>The Student Center is the next project scheduled for construction.<\/li>\n<li>Facilities planning is tied to enrollment planning. Is TC looking at what Bakersfield is doing?<\/li>\n<li>TC used a different formula from the state<\/li>\n<li>The growth formula for community colleges will most likely change \u2013 it will address outlying factors; there will be a potential to grow \u2013 funded to grow<\/li>\n<li>The development of the Tejon Ranch area is a sphere of influence for TC, there may be potential students coming from that area; we need to keep that in mind<\/li>\n<li>The propose Bakersfield College center in Arvin may take care of some of the Tejon Ranch demand, but students may come our way as well.<\/li>\n<\/ul>\n<p><em>\u00a0<\/em><\/p>\n<p><strong>INSTITUTIONAL NEED-HUMAN RESOURCE PLAN<\/strong><\/p>\n<p><em>(Led by Dr. Dena Maloney, Superintendent\/President)<\/em><\/p>\n<ul>\n<li>A Human Resources Plan Proposal was distributed to the Governance Council members.<\/li>\n<li>The proposal listed out what the plan will include as well as methodology.<\/li>\n<li>A retired HR Director from Citrus College is a consultant that develops Human Resource Plans.<\/li>\n<li>A steering committee will not be needed.<\/li>\n<li>The consultant will facilitate most of the process.<\/li>\n<li>The consulting fees are $13,806 which has been included in the 2014\/15 budget.<\/li>\n<li>The Governance Council agreed by consensus to move forward with the proposal and hiring the consultant.<\/li>\n<\/ul>\n<p><strong>GOVERNANCE COUNCIL RETREAT IDEAS<\/strong><\/p>\n<p><em>(Led by Tony Thompson, Co-Chair and Academic Advisor\/Instructor and Dr. Dena Maloney, Superintendent\/President)<\/em><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>The Governance Council meeting schedule for spring 2015 was distributed in order to get a clear idea of what the council would like to accomplish.<\/li>\n<li><\/li>\n<\/ul>\n<p><strong>Governance Council<\/strong><\/p>\n<p><strong>January 9, 2015<\/strong><\/p>\n<p><strong>Page 3<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>It was suggested that the council use the new Strategic Action Plan as a base to focus on and to choose one particular area.<\/li>\n<li>Statements and discussion \u2013<\/li>\n<\/ul>\n<ul>\n<li>Objective 5.1 from the Strategic Action Plan (SAP) was suggested.<\/li>\n<li>Reflect on the pieces of what we have. EMP, SAP\u2026 what is left to be done? What pieces are we missing?<\/li>\n<li>Evaluate our effectiveness of what we are doing now<\/li>\n<li>Revisit what we have done from our last retreat and how effective have we been?<\/li>\n<li>How do we evaluate what we\u2019ve done? Methodology, what data do we use?<\/li>\n<li>Bring in some training<\/li>\n<li>What strategies are we going to use in order to measure our effectiveness?<\/li>\n<li>Look at a bigger strategy<\/li>\n<li>Take one strategy and apply it across the campus<\/li>\n<li>Develop criteria to make decisions<\/li>\n<li>How do you use data to drive decision making to make improvements? How do we use that data most effectively?<\/li>\n<li>Provide training on how to present data in different visual format<\/li>\n<li>We need to look at independent data and dependent data &#8211; not just outcome data. This is going on across the country<\/li>\n<li>The data we have does not address the questions we have. All we have are observations. We need to collect meaningful data<\/li>\n<li>We need to take a common sense approach as well<\/li>\n<li>If we are all doing something different (criteria) it isn\u2019t measurable\/clear<\/li>\n<li>What evidence do we need to support what we are doing?<\/li>\n<li>What are we trying to measure? Does it correlate with our strategies?
