Review of SLO Day Evaluations
Overall  evaluations were on the neutral to positive side with 14 – 5 points, 9 – 4 points, 19 – 3 points, 5 – 2 points, and 4 -1 points.  Only 15 returned evaluations.  Members noted that some of their evaluations were not in the packet of evaluations. Wondered if the electronically submitted evaluations were not included.  Looked for themes in the written portion of the evaluations.  Conclude that people were at different stages of understanding SLOs which might explain why the SLO Day resonated with some faculty and not with others. Discussed the effectiveness of SLO Day and Faculty Friday trainings.

Preliminary Discussion for Spring SLO Day
After discussion, members concluded that we should offer several tracks for the SLO Day where faculty could choose the track that best fit their needs.  Start with a general opening session in the library to introduce the day, followed by breakout sessions for

  • How to input SLO data into eLumen
  • Time to input SLO data into eLumen
  • What does the SLO data mean that’s in eLumen
  • Session for program leads to show the usage of eLumen reports
  • Session with Bob Pacheco to analyze their assessment data
  • Resource allocations and reassessment of SLO
  • Best practices of rubric development
  • Defining the next institutional SLO to be assessed next year
  • Develop a common department specific assessment including a grade norming and common rubric
  • Develop a shared definition of the next ISLO to be assessed

Would need to see who could facilitate each breakout session.  Might be good to have more transparency with regards to level of SLO assessment activity as seen over the last few years.  Perhaps compile the data from the ACCJC Annual Reports. Chaffey College has posted a flex calendar that the committee members might want to look at.

Create Draft Agenda for SLO Day
Reviewed 2016/17 Professional Development Needs Assessment Survey Data to ensure we would be addressing the SLO topics.  Action Item: Agreed Vicki would bring forward at the next SLO/ASC meeting a proposed agenda for the spring 2017 SLO Day for committee review and approval.  Proposal would then be sent to Professional Development Committee through Activity Proposal Application.

Identify Future Agenda Items
Committee agreed to delay identifying additional agenda items until next meeting.

Meeting Time

The committee opened the meeting with the discussion of moving the meeting time from 8:10 a.m. on the third Friday of each month to 11:00 a.m. This new time would allow for new members of the committee to attend and participate in the SLO process. After much discussion the committee unanimously agreed that the new meeting time will be 11:00 a.m. on the third Friday of each month.

Review Charter

At the beginning of each fall semester SLO/ASC reviews its Charter to refresh members on committee responsibilities and its role. There were no changes made to the Charter at this reading.

SLO Assessment Guide

Vicki gave a brief history and overview on the progress of writing the SLO Assessment Guide. She went over the framework and described the assessment plans for CSLO, PSLO and ISLO levels. Vicki will make updates to the draft guide (mainly the Integrated Planning Model) to reflect the Strategic Action Plan and Educational Master Plan. The Student Services section is still under construction. Vicki is working with Primavera (Interim VPSS) to complete this section. The General Education section is also still under construction. An appendix will be included in the guide and will include examples of SLO data for instance, the writing assessment Social Sciences participated in. There will also be a piece outlining the new ACCJC standards and the push for disaggregated data. The draft guide is on schedule to be implemented in time for spring 2017 inservice. The guide has been presented to the Academic Senate as well as the Governance Council for review and input.

Community/Global Awareness and Responsibility – Next Steps and What if results

On SLO Day during fall inservice faculty reviewed assessment data on the ISLO Community/Global Awareness and Responsibility. The group was asked to write their “What if” responses on a sticky note. All sticky notes were shared at the September 7th Academic Senate of the Whole meeting. Senate members were asked to grade each response using green (go), yellow (maybe) and purple (no) stickers. After compiling the results of the grades four areas of focus were identified. All responses start with What if……

  • We had a common department specific assessment that included grade norming and a common rubric.
  • We had a shared definition of global consciousness.
  • We actually recruited student representatives for committees.
  • We examine ourselves for inherent biases we may be unaware of.

SLO/ASC points of discussion were:

  • Next steps – what activities can be planned to address these areas?
  • Share this information with the Governance Council
  • Share this information with the Access Committee
  • Address the first two bulleted items during the spring inservice
  • Use the Global/Community Awareness exercise to help formulate the plan to assess the ISLO Critical and Creative Thinking
  • Be sensitive to the idea that student representatives may not be completely familiar with committee topics of discussion
  • Kim Pappillon will be visiting TC to address the topic of inherent bias

Approval of Minutes from January 22 meeting
The minutes from the February 19th meeting were approved without changes.

Administrative Procedures for SLOs – Update
On March 16th the Academic Senate Council reviewed the draft Administrative Procedures for SLOs. Feedback was given to Vicki via email. Minor changes were made. The draft was reviewed today by this committee. It was stated that the SLO Assessment Guide will provide detail on the procedures that will support the implementation of the new AP. A few recommendations were made and the AP for SLOs now reads as follows:
a. In addition to the two regular planning days during in-service, the institution through the Professional Development Committee sets aside one full day during each in-service dedicated to SLOs, in which the results will be documented in eLumen or another approved data housing system.
b. The institution provides a dedicated day for faculty to participate in program-wide dialogue regarding the interpretation of data, identification of gaps in outcome achievements, and recommendations of resource allocations to improve course, program outcomes during fall in-service as part of the program review process. In addition, there will be one day for faculty to participate in a campus-wide dialog regarding Institutional Student Learning Outcome data.
c. The institution through the appropriate faculty ensures current SLOs are clearly identified on course syllabi, on the Taft College website and in the on-line catalog.
d. The institution posts on its website a two-year assessment plan for each program area in conjunction with the two-year scheduling cycle as developed by the program area faculty.
e. The institution through the SLOs Assessment Steering Committee, a sub-committee of the Academic Senate, ensures alignment of course SLOs to both Program and Institutional level learning outcomes.
f. The institution through the Office of Instruction provides new full-time and part-time faculty, during their first week of employment, orientation, and training regarding all expectations of the Taft College’s process and requirements for SLOs.
g. The institution maintains a SLO handbook, providing faculty with guidelines, instruction, current methodology, and other information related to SLOs. This handbook will provide the relevant and current requirements for assessing, facilitating, and documenting SLOs accomplishments at the institution.
h. The institution documents patterns of SLO results and actions supporting a continuous cycle of improvement through the Annual Program Review process.
i. The institution includes SLOs as part of the current Course Outline of Record.

The draft AP for SLOs was reviewed by the Academic Senate Council once again on April 20th and was approved by consensus without changes. The AP will now go to the Academic Senate of-the-whole on May 2nd. If approved by the Senate the AP will be forwarded to Brock for approval and will go to the Board of Trustees. The hope is to have the new AP in place by fall inservice. The Board Policy for SLOs was approved by the Board of Trustees on Wednesday, April 13th.
IEPI Plan – Overview and ideas
A brief overview was given on the status of the IEPI plan and the application for funding. The IEPI Plan and application for funding have been submitted to the IEPI group. If awarded funding the District may receive up to $150,000 to implement the IEPI plan. The funds would be distributed to the District within 30 days of approval. The potential funds have been earmarked for professional development, the creation of the SLO Assessment Guide and for consultants. The committee discussed the possibility of Bob Pacheco conducting a similar event like the Governance Council Retreat.

La Canada Model – Review and suggestions
During the IEPI PRT visit a recommendation was made to review SLO Assessment Guides from other schools. After research, the La Canada SLO Assessment Guide was found to be the most concise. A copy of the guide was distributed to the members of this committee. The members will review the guide and provide feedback to Vicki. The Committee has scheduled a special meeting to discuss the feedback and start the conversation regarding the SLO Assessment Guide for Taft College.

Approval of Minutes from January 22 meeting
The minutes from the January 22nd meeting were approved with the following changes:
Correct the date of 24rd to the 23rd
The Board Policy for SLOs has not been approved by the Board yet. The Policy should
go to the Board in March for approval.

ACCJC Self Evaluation Recommendations
The February 5th Action Letter from the ACCJC was distributed to the committee members. The committee discussed the key points of the recommendations:
Integration of course and program SLO assessments with the program review process.
Consistently assess, analyze and evaluate SLOs for all academic programs and courses.
Use meaningful SLO data and dialog for continuous improvement.
Communicate SLOs to students by including them on syllabi and CORs.
Steps of action were discussed. Some of the key areas were:
Provide professional development on the areas of SLOs and program review.
Set guidelines for SLO assessment.
Provide clarification on when changes are made to SLOs and when to put them in to
eLumen.
Need to look closer at how the changes to SLOs may impact other programs.
The development of the Administrative Procedures for SLOs is ongoing. The goal is to address all of the key points listed above as well as address the IEPI findings and ACCJC recommendations.

SLO Administrative Procedures – Draft
Vicki distributed a copy of the draft Administrative Procedures for SLOs. Key points of discussion were:
Devote a full day of inservice to focus on SLOs, documentation and dialogue.
Change the word “participation” to “documentation” in the draft.
Inputing data in to eLumen.
Research other schools to see if any are assessing all SLOs and if it is policy.

Approval of Minutes from November 23 and 30, 2015
The minutes from November 23rd and 30th were approved. Brandy will check the sign in sheet for Mike Jiles’ attendance on November 24rd.

SLO Mapping/Alignment Exercise – Brief Overview
During inservice Program Leads from various divisions met in the T-14 classroom to map their course SLOs to PSLOs in eLumen. Not all divisions participated, but Vicki and Brandy will contact those Program Leads to arrange a meeting time to assist those individuals with the completion of their mapping. Vicki gave a demonstration on the difference between the “Split-Level” and “Hierarchical” models that are available in eLumen. Our version of eLumen is set up to use the “Split-Level” model which allows for CSLOs to be directly mapped to PSLOs and ISLOs as opposed to mapping CSLOs to PSLOs and PSLOs to ISLOs. It was stated that either model does not have an impact on reporting. The mapping exercise was successful in helping faculty to identify if a course and course SLO was supportive of the program. The completion of all mapping within programs will help to expedite the creation of administrative procedures to support the new SLO Policy.

SLO Board Policy – Second Reading – Academic Senate
The new SLO Board Policy was approved by the Academic Senate at their January 14th inservice meeting. The Policy will be reviewed at the next Board of Trustees meeting in February.

SLO Policy – Administrative Procedures – Ideas
Preliminary discussion regarding the formation of the administrative procedures to support the SLO Policy was as follows:
It was recommended that the focus should be on answering the questions most faculty have: 1. How many SLOs should each course have? 2. How often should those SLOs be assessed?
It was recommended and agreed upon by the committee to research other schools to see how they are using procedures. It is suggested to keep in mind the size of the school and the resources they have.
The subject will be placed on the Academic Senate February agenda. It was suggested that the initial discussion begin and SLO/ASC inform faculty of their intent and direction. Faculty will be asked for their input as well. The subject will continue to be an item on the agenda to provide updates.
It was suggested that SLO/ASC pro-actively coordinate with the Professional Development Committee in arranging time to discuss SLOs during an SLO Day. This time would need to be at least 7 ½ hours in order to possibly finish assessing SLOs, have a speaker, and discuss the status of SLOs in general. This time could also be used to discuss and finish program reviews.
